War is Boring: Disputes Threaten Chad-Sudan Peace Deal

On April 16, a Chadian helicopter with at least three people aboard crashed in Adre, a town abutting the border with Sudan in the desert region shared by the two countries. One person died in the crash, while two were injured. The incident was an unwelcome reminder of five years of conflict between the two impoverished nations -- even as that conflict finally shows signs of winding down.

Kenya: Rounding the Corner back to Democracy?

In a country where political intrigue has often substituted for governance, Kenya's two-year-old National Accord offered a pragmatic solution to ending post-election violence and restoring democratic rule. Now the possibility of a new constitution offers hope for Kenya, but the tradition of "winner-take-all" politics -- as well as the accompanying fears of "loser-lose-all" outcomes -- is proving tough to leave behind.

The Realist Prism: An Iran BRIC-bat for Obama
The IBSA and BRIC summit meetings held last week in Brasilia seem to confirm that any Iran sanctions resolution likely to secure passage in the United Nations Security Council will not live up to the Obama administration's expectations. Given the emerging consensus among the leaders of the emerging "world without the West," it is clear that President Barack Obama's "Plan A" is not surviving contact with the enemy.

In Germany, Local Election Could Have Global Impact
On May 9, voters in the German state of North Rhine Westphalia take to the polls to decide what in the past has typically been a quiet, local parliamentary election. This year, however, is different. A loss for Chancellor Angela Merkel could have a profound impact on Germany's foreign policy agenda in three key areas. It also could signal the beginning of a new German position within the European Union and beyond.

Will there be a future to countries like Sri Lanka
Countries like Sri Lanka, formerly called Ceylon, will only have rapid economic growth and development if they have major national efforts to promote that. It starts with extensive investment in education and training and the exploitation of competitive advantages, whether due to natural resources, low labor costs or government tax incentives for free trade zones, etc. The point is that it takes hard work and leadership. Sometimes recovery from war galvanizes people into such action.

Of course, such countries have the potential to rise up and transcend their limitations, however what is missing is the vision. It takes great determination to focus on education and development for the benefit of the nation. It generally takes something major to galvanize a poor country into action. Somehow, influential people would have to grasp and buy into the vision of economic growth. Proximity to other countries experiencing rapid growth can be helpful.
"When Democracy Derails,"
we examine how, after a decade of promising gains, democratic institutions are increasingly under fire, underscoring the need for democracy promotion to be accompanied by democracy protection. But at a time when old-fashioned coups are being supplemented by constitutional power-grabs and violently contested elections, the international community must re-examine the policy tools at its disposal to keep democracy from going off the tracks.

Inter-Parliamentary Union
The IPU is the international organization of Parliaments (Article 1 of the Statutes of the Inter-Parliamentary Union). It was established in 1889. The Union is the focal point for world-wide parliamentary dialogue and works for peace and co-operation among peoples and for the firm establishment of representative democracy.
To that end, it:
Fosters contacts, co-ordination, and the exchange of experience among parliaments and parliamentarians of all countries;
Considers questions of international interest and concern and expresses its views on such issues in order to bring about action by parliaments and parliamentarians;
Contributes to the defence and promotion of human rights -- an essential factor of parliamentary democracy and development;
Contributes to better knowledge of the working of representative institutions and to the strengthening and development of their means of action.
The IPU supports the efforts of the United Nations, whose objectives it shares, and works in
close co-operation with it. The Union also co-operates with regional inter-parliamentary organizations, as well as with international intergovernmental and non-governmental organizations which are motivated by the same ideals.
The IPU is
financed primarily by its members out of public funds. The site of the Union's Headquarters is Geneva (Switzerland).
